The dowel stick passes through the rim and is attached at the side opposite the neck with the end bolt.  The neck brace is attached to the dowel stick inside the rim at the neck end.  When tightened, the neck brace brings the neck into firm contact with the rim.

The end bolt just needs to be screwed into the dowel stick and passed through a hole in the rim.  The neck brace needs a hole for a pin it bears down on.  The pictures below show all the parts.

These pictures I took of the neck brace actually show it installed on the wrong side of the dowel stick.  When the banjo is complete, the neck brace will be on the back side of the banjo not on the head side.
